Procurement

Workforce Solutions Rural Capital Area (WSRCA)  is responsible for managing the procurement of goods and services provided for our customers. As a nonprofit entity, WSRCA adheres strictly to established procurement methods to ensure fairness, transparency, and efficiency in all our business dealings. 

WSRCA conducts all procurement acquisitions in a manner consistent with the guidelines of full and open competition by following the Federal Uniform Administrative Requirements, and the Texas Workforce Commission Financial Manual for Grants and Contracts (FMGC) and the Board’s Procurement Policies.

WSRCA takes necessary affirmative steps to contract with Small and Minority Businesses, Women’s Business Enterprises, Veteran-Owned, Labor Surplus Area Firms, and other Historically Underutilized Businesses (HUBs) when possible. 

GOOD & SERVICES

WSRCA makes purchases on the open market using various solicitation methods to include informal and formal requests.  Procurement methods may vary by dollar threshold in accordance with the Texas Workforce Commission Financial Manual for Grants and Contracts

  • Micro-Purchases: Threshold of $0-$10,000 per purchase.
  • Purchases made based on a quote(s) may be authorized and paid using a purchase order, ACH or check.
  • Small Purchases: All purchases that exceed the micro-purchase threshold between $10,000 and $250,000.
  • Competitive Bids: This method of procurement is appropriate when purchasing goods/services for which the aggregate cost exceeds the simplified acquisition threshold of $250,000.

To the greatest extent practicable and consistent with law, WSRCA will preference the purchase, acquisition, or use of goods, products, or materials produced in the United States. 

SOLICITATIONS 

All formal bidding solicitations, subsequent addendums, and awards will be published on Euna Procurement/Bonfire. Vendors will be able to access solicitation documents and submit proposals only through the Euna Procurement/Bonfire portal.

In addition to posting solicitations on Euna Procurement/Bonfire, WSRCA advertises solicitations on the WSRCA website, https://workforcesolutionsrca.com/procurement and on the Texas State Comptroller of Public Accounts Electronic State Business Daily (ESBD) website, https://www.txsmartbuy.gov/esbd to notify the public of open solicitations. Vendor registration in Euna Procurement/Bonfire is still required to submit proposals. It is the responsibility of Vendors to check any of the mentioned sites for open solicitations.

WSRCA values our relationships with vendors and partners who are interested in contributing to our mission. 

WSRCA Uses Euna Procurement/Bonfire to manage procurement opportunities and to notify registered vendors of open solicitations. Vendor registration in Euna Procurement/Bonfire is required to submit proposals and/or quotes to open solicitations.

Solicitation Notice – Financial & Fiscal Monitoring Services RFP (320-15-2601)

Workforce Solutions Rural Capital Area (WSRCA) has released Request for Proposals (RFP) 320-15-2601 for Financial & Fiscal Monitoring Services of the Board's Sub-Recipients (Workforce and Child Care Operators) and Contractors throughout the nine-county Rural Capital Area.

The purpose of this solicitation is to identify a qualified entity with experience conducting independent Financial and Fiscal Monitoring Reviews, Fiscal Integrity Reviews, compliance assessments, and evaluations of financial management systems and internal controls.

The selected contractor will assess financial management practices and systems, internal controls, regulatory compliance with applicable requirements, fiscal operations, and identify areas of risk, non-compliance, weaknesses, or needed corrective actions to ensure fiscal accountability, transparency, and program integrity.

Interested proposers must register through the Workforce Solutions Rural Capital Area Euna Procurement (Bonfire) Portal to access solicitation documents, submit proposals, and receive procurement updates.

All solicitation notices, addenda, and updates will be posted through the WSRCA Procurement webpage, Bonfire Portal, and other designated procurement notification sites. It is the responsibility of proposers to monitor these resources for updates throughout the solicitation process.

Contract Term

Any contract resulting from this solicitation is anticipated to begin on or about August 1, 2026, and end on July 31, 2027, with the option to renew annually for up to four additional one-year periods, not to exceed five consecutive years. Contract renewals are contingent upon contractor performance, compliance, and availability of funds.
