Workforce Solutions CCS assists qualified low to moderate income families with the tuition cost of child care. CCS also provides technical assistance in early child care education and trainings to child care providers who have entered into a contract with CCS to provide care.

Providers are paid every two weeks for the items imported from The Child Care Automated Attendance and will be for services provided two and three weeks prior to the import date.

Payments to providers are only made via electronic funds transfer (EFT) and are paid based on authorized enrollment.

Workforce Solutions Rural Capital Area CCS provides trainings on a range of early child care and education subjects. Providers are email information on upcoming trainings and how to register. Spaces are limited. Texas Rising Star Providers are given priory in registering.

Workforce Solutions Rural Capital Area CCS is available to assist participating child care providers with observation of classroom arrangement, transition times, interactions with children and teachers, etc. in order to offer suggestions on modifications that allow the child(ren) to have a more positive experience in the child care setting.

The Texas Rising Star program is a quality rating and improvement system (QRIS) for child care programs participating in the Texas Workforce Commission’s (TWC) Child Care Services program.

Texas Rising Star certification is available to licensed centers and licensed and registered child care home facilities that meet the certification criteria.

The Texas Rising Star program offers three levels of quality certification (Two-Star, Three-Star, and Four-Star) to encourage child care and early learning programs to attain progressively higher levels of quality. These certification levels are tied to graduated enhanced reimbursement rates for children receiving child care scholarships.


Child care providers must be licensed or registered with the Texas Department of Family and Protective Services and be in good standing with the department. Providers must be off initial and have a full permit. Qualified child care relative providers must be listed with the Texas Department of Family and Protective Services if care is to be provided in the relative’s home. Qualified child care relative providers must not be listed on the Texas Sex Offender Registry.
