Preparing for Re-Entry Starts Before Release
At WSRCA, this work doesn’t start on day one of employment. It starts much earlier.
WSRCA has long supported workforce training inside local, state, and federal correctional facilities, helping individuals build skills and earn industry-recognized certifications before they return to the community.
That means re-entry isn’t starting from zero.
It means individuals are walking out with hands-on training, credentials, and a clearer path forward.

Shifting the Narrative from Risk to Opportunity
There’s long been hesitation around hiring individuals with a record, often rooted in uncertainty or perceived risk.
But today, there are tools and supports in place that help reduce that risk and make it easier for employers to say yes.
One of the most effective tools available is fidelity bonding, offered through WSRCA in partnership with the Texas Workforce Commission.
This program provides free insurance coverage to employers, protecting against employee dishonesty such as theft, larceny, or embezzlement. For many employers, it removes a key barrier and builds confidence in hiring individuals who may not qualify for traditional bonding.
How Fidelity Bonding Works
WSRCA makes it simple and immediate for employers to take advantage of this support:
- No cost to the employer for the first six months, with the option to continue coverage afterward
- $5,000 in coverage with no deductible
- No paperwork or processing delays, coverage can begin almost immediately
Bonds are issued for six months and can be renewed once. In many cases, employees go on to become permanently bondable over time.
In some cases, bonding coverage can be increased in $5,000 increments, up to $25,000, giving employers even greater flexibility and confidence when hiring.
Additional Incentives for Employers
There are also financial incentives available to employers who choose to hire individuals navigating re-entry.
The Work Opportunity Tax Credit (WOTC) provides a federal tax credit for employers who hire eligible individuals within one year of release from incarceration.
It’s another way to reduce cost, support smart hiring decisions, and recognize the value of expanding access to talent.
Who Can Benefit
Fidelity bonding is designed to support individuals who may face barriers to employment, including:
- Justice-involved individuals navigating re-entry
- Individuals with poor credit or a history of substance use
- Public assistance recipients
- Disadvantaged youth
- Veterans with other than honorable discharge
- Anyone who has been denied commercial bonding
Applicants or employers can request bonding through any WSRCA Workforce Center, and coverage can begin on the first day of work.
