Celebrating Innovation and Opportunity: Congratulations to Tekscend Photomask

Workforce Solutions Rural Capital Area (WSRCA) proudly congratulates our partners at Tekscend Photomask following an announcement released today by the Office of the Governor recognizing a major expansion investment in our region. Tekscend Photomask has been awarded a $15.2 million Texas Semiconductor Innovation Fund grant to expand operations at their Round Rock facility. This landmark project represents more than $223 million in capital investment and is expected to create 50 high-skilled jobs.

This announcement reinforces what we already know. Central Texas continues to be a place where advanced manufacturing, innovation, and talent come together to shape the future.

A Strategic Investment in a Critical Industry

Tekscend Photomask has called Round Rock home since 1987 and is a leading manufacturer of photomasks, essential components in semiconductor chip production. Their work supports technologies that power everyday life, including AI applications, automotive systems, wireless connectivity, industrial equipment, sensors, and microcontrollers.

The multi-phase expansion will increase production capacity at the Round Rock facility by more than 40 percent, modernize equipment to improve efficiency, and extend technology capability down to the 12nm technology node. These enhancements strengthen Tekscend’s operations while reinforcing a critical link in the domestic semiconductor supply chain.

In today’s announcement, Governor Greg Abbott highlighted the significance of the investment, stating, “Texas is where the integrated circuit began and where the future of the semiconductor industry is being built. This $223 million investment by Tekscend Photomask to expand production capacity at their Round Rock facility will further strengthen a critical supply chain for semiconductor manufacturing in Texas.”

What This Means for Our Region

This expansion delivers meaningful benefits for workers, employers, and communities across the Rural Capital Area.

  • Creation of 50 high-skilled jobs with strong career pathways
  • Increased demand for advanced manufacturing and technical talent
  • Long-term stability for a critical and growing industry
  • Strengthened regional and statewide supply chains

At WSRCA, we see how investments like this translate into opportunity. Behind every advanced manufacturing facility is a workforce ready to step into skilled roles and grow alongside innovation. Aligning talent, training, and employer needs remains essential to sustaining this momentum.

Partnerships That Power Progress

State and local leaders emphasized the role of Tekscend’s expansion in advancing innovation, strengthening the local economy, and reinforcing Texas’ leadership in semiconductor manufacturing.

WSRCA applauds Tekscend Photomask for their continued investment in our region and thanks the State of Texas for recognizing the value of growing advanced manufacturing where strong communities and skilled talent already exist.

When employers invest locally, opportunity follows. And when opportunity grows, our workforce and our region grow stronger together.
