CEDAR PARK, Texas – Workforce Solutions Rural Capital Area (WSRCA) proudly announces the promotion of Crystal Bartell to Re-Entry Initiatives and Innovation Manager, recognizing her leadership, expertise, and commitment to advancing equitable workforce opportunities across Central Texas. In her new role, Crystal will lead the development and implementation of innovative programs that empower justice-involved individuals to successfully reintegrate into their communities and the workforce. Her leadership will strengthen WSRCA’s mission to connect people, employers, and opportunities while fostering inclusive economic growth across the region.

As Re-Entry Initiatives and Innovation Manager, Crystal directs the design, coordination, and evaluation of programs that expand second-chance opportunities supporting successful community and workforce reintegration. She drives creative strategies to remove employment barriers, improve access to training and support services, and strengthen partnerships between workforce development, community organizations, correctional institutions, and employers. Through her leadership, WSRCA continues advancing programs that promote rehabilitation, career readiness, and long-term success for individuals seeking a fresh start.
Before her work in workforce development, Crystal served as a Probation Officer for eight years, demonstrating compassion, accountability, and integrity while supporting individuals on their journey toward rehabilitation and stability. Her experience on the front lines of the justice system shaped her understanding of the challenges people face when rebuilding their lives; perspective that now drives her innovative approach to workforce re-entry programming.
Crystal earned her Bachelor of Applied Science (BASc) in Criminal Justice from Western Oregon University. Her background in both criminal justice and workforce development underscores her passion for creating equitable systems that open doors to employment, education, and long-term success.
