CEDAR PARK, Texas — Workforce Solutions Rural Capital Area (WSRCA) is pleased to announce that Gwen Shapard has joined the organization as its new Quality Improvement Analyst. Reporting to Eugene Ratliff, Director of Business Analytics, Gwen will help strengthen data integrity, performance reporting, and continuous improvement across the agency.
“Gwen brings a deep understanding of how high-quality data strengthens operations, improves services, and supports better outcomes for the communities we serve,” said Paul Fletcher, CEO of WSRCA. “Her skill set aligns perfectly with our commitment to building strong, data informed workforce solutions for the region.”
Gwen brings nearly twenty years of experience in data management, quality assurance, performance reporting, and operational process improvement. Her work has included building dashboards, strengthening data systems, developing policies and training, and guiding teams through data transitions and quality review processes.
She also has experience in program evaluation, compliance support, technical assistance, and team leadership. Her skills in data visualization, database administration, and data informed decision making make her a strong addition to the Business Analytics team.
Gwen holds a Master of Science in Community and Regional Planning from The University of Texas at Austin and a Bachelor of Arts in Urban Studies from Trinity University.
