WSRCA Welcomes Laura Rosen

CEDAR PARK, Texas — Workforce Solutions Rural Capital Area (WSRCA) is proud to welcome Laura Rosen as the new Healthcare Sector Partnerships Manager. Laura brings 15 years of experience developing and scaling innovative policies, workforce strategies, and community-based initiatives that advance economic mobility and strengthen health outcomes across Texas.

“We are thrilled to welcome Laura to the team,” said Sarah Ruddy, Chief Business Development Officer for WSRCA. “I could not be more excited to have someone with her experience and her commitment to improving job quality and promoting economic empowerment leading the Business Engagement team’s healthcare initiatives. I know that she will help us better engage and serve the healthcare industry across our nine counties and support the team as we build strong workforce pipelines for nursing and allied health occupations.”

Laura has dedicated her career to expanding opportunities for workers and employers by bringing research, practice, and strategy together to address complex workforce and community health challenges. She has led human capital strategies that advance worker well-being, guided cross sector collaborations that produce scalable health innovations, and contributed to public policy efforts that support quality jobs and financial stability. Her experience will help WSRCA deepen and expand the strong relationships it has been building with healthcare partners, ensuring that regional employers, educators, and workforce leaders are aligned in creating clear, high-quality pathways into essential healthcare careers.

Laura holds a Bachelor’s degree in Government and Business Administration from The University of Texas at Austin and a Master of Public Policy from the University of Michigan.
